Participatory Conversation among Partners #PartnershipForHumanSecurity

On September 2, ZABIDA presented to their concerned and partner line agencies the data result analysis of governance performance and gender responsiveness assessments of their 18 Convenio Barangays (10 new, 8 East Coast Alliance), highlighting best practices, gaps, challenges and recommendations. Governance performances include VAWC Functionality, BPOC Functionality, Competencies and functionality of Lupon Tagapamayapa, DRRM preparedness and environmental resiliency which are essential and core areas of the Seal of Good Local Governance (SGLG).

In addition to the SGLG core areas, the gender responsiveness of the 18 barangays was also assessed through adopting the GeRL Ka Ba tool. All tools used in the assessments were modified according to the Convenio scope of work. During the process of the assessment ZABIDA focused on presenting the low point indicators  and asked BLGUs and sectoral groups to identify gaps, issues and challenges  affecting the low indicators per areas and their recommendations to  further improve. Representatives of line agencies present gave their response and recommendations to help these barangays further improve their performance and aligned programs implemented by their agencies, this includes the Office of the City Mayor, Department of Interior and Local Government, Philippine National Police, Joint Task Force Zamboanga, Department of Labor and Employment, Department of Trade and Industry, Office of the City Planning and Development Coordinator, Office of the City Agriculturist, Office of the City Veterinarian, Department of Science and Technology, Zamboanga City Social Welfare and Development Office, and Zamboanga City Disaster Risk Reduction and Management Office.

It was an avenue to present what has been done under the Convenio 3 project from 2019 to 2021 to improve governance performance and gender responsiveness of our partner barangays. The Convenio 3 project, supported by the Agencia Española de Cooperación Internacional para el Desarrollo (AECID) and Manos Unidas,   is approaching its conclusion this year, this presentation and learning activity seeks to look back on its achievements at the same time look at the continuity of what has been done.
